There are indeed two lockable buckles on the belt, BUT there are two more buckles and straps on the backside which are not lockable. So if the plan is to lock yourself or your sub in this, then this harness doesn't really serve this purpose, unless you find another way to keep their hands off the straps and buckles. ;)
